今天早上完成香港電台第三台 Backchat 節目訪問！
感謝主持人 Philip Wong 和 Rainbow Leung 的邀請，今早在節目上討論香港廢紙回收政策的重大轉變。
明天（10月1日）起，香港回收的廢紙將全面在本地屯門環保園的現代化紙漿設施進行打漿處理，不再依賴出口。可回收廢紙種類亦由傳統「三紙」（紙皮、報紙、辦公室用紙）擴展至混合紙類，包括紙袋、鞋盒、包裝紙等。
從事回收業超過二十年的業界，這是我職業生涯中見證過最重大的結構性升級。過去，我們九成以上的廢紙出口到單一市場，經歷過2017年回收商罷收、2019年價格暴跌、2020年全面禁令——每隔兩年一次危機。現在，香港終於建立了自己的完整產業鏈：從街頭收集、分揀打包，到本地打漿——廢紙變成可在全球市場交易的紙漿商品。這不僅是環保政策，更是產業升級。
當然，轉型期間前線拾荒者和基層回收商的生計必須受到保障。政府已設定「指定最低價格」（現為每公斤$0.65），亦設立了三方溝通平台。我支持這個方向，同時會繼續關注執行細節，確保政策惠及回收鏈的每一環，尤其是最前線的拾荒長者。

As someone who has been in the recycling trade for over 20 years, this is the most significant structural upgrade I have witnessed in my career. In the past, over 90% of our waste paper went to a single export market. We lived through the 2017 collection strike, the 2019 price crash, and the 2020 full import ban — a crisis every couple of years. Now, Hong Kong is finally building its own complete value chain: from street-level collection, to sorting and baling, to local pulping — turning waste into a globally tradeable pulp commodity. This is not just environmental policy; it is industrial strategy.
Of course, during this transition, the livelihoods of frontline collectors and grassroots recyclers must be safeguarded. The government has set a Designated Minimum Price (currently $0.65/kg) and established a tripartite communication platform. I support the direction — and will continue to scrutinise the execution, to make sure the policy benefits every link in the chain, especially the elderly street collectors who are its foundation.
